Children and Young People’s Planning Partnership. YouthBorders is a voting member on the CYPPP Board who meet Bi-Monthly.

 

Our Objectives

The Children and Young People’s Planning Partnership is an improvement partnership made up of key stakeholders who deliver Children and Young People’s Services in the Scottish Borders. The members are;

  • Children, young people, parents and carers who have lived experience of local children’s services;
  • Senior decision makers within their respective organisations whose work has an impact on the lives of children, young people and their families and who join together through a shared vision and set of priorities.

A primary responsibility is the delivery of the Promise, Corporate Parenting responsibilities and the Integrated Children & Young People’s Plan in the Scottish Borders.

In Scottish Borders, our multi-agency strategic planning partnership work is underpinned by the Promise, Getting it Right For Every Child (GIRFEC) and children’s rights. The Promise is being implemented as the umbrella policy driver for multi-agency strategic planning for children’s services in Scottish Borders.

The Children and Young People’s Planning Partnership recognizes Getting It Right For Every Child (GIRFEC) as the national practice model which sets out a shared framework and approach to identification, assessment and analysis of a child or young person’s wellbeing needs.

The CYPPP’s role and responsibilities in relation to respecting and promoting children’s rights have now been enshrined in law as a result of the UNCRC (Incorporation)(Scotland) Act 2024 which came into force in July 2024.

Four multi-agency Networks will report to the CYPPP- A Good Childhood, Whole Family Support, Planning and Building Capacity and Supporting the Workforce. Children’s Services Planning Partnership statutory work will be incorporated into this governance structure.

Remit

It is the remit of The Children and Young People’s Planning Partnership to:

a) Ensure The Promise, GIRFEC and the UNCRC are implemented across the Scottish Borders in accordance with both local and national priorities via the Integrated Children and Young People’s Plan and related strategies and plans.

b) Improve outcomes for all children, young people and their families within the Scottish Borders through working in partnership and in collaboration;

c) Ensure that services within our authority are aspirational and enable all families to access the support they need to thrive.

d) Champion the needs of, and be aspirational for all our children, young people and their families.

e) Ensure that listening to and making sense of what is heard from children and families will be embedded into all practices and processes that engage with children and families, to ensure their voices are heard and they are involved in every decision that affects them.

f) Have oversight of the statutory Corporate Parenting duties.

Overview of Responsibilities

  • Provide strategic direction and leadership across Children’s and Young People’s Services in the Scottish Borders
  • Lead on the development, implementation and monitoring of the Integrated Children & Young People’s Plan and the Corporate Parenting Strategy for the Scottish Borders that will inform the Network plans, and serve as the overarching plans for all agencies
  • Contribute to the Community Planning Partnership’s (CPP) priorities and outcomes
  • Support, monitor and scrutinise the implementation of the action plans of the four workstreams to ensure they align to the abovementioned plans;
  • Promote and seek opportunities for joint working through the integration and/or co-location and/or co-ordination of services
  • Promote and seek opportunities for joint budgeting
  • Promote and seek opportunities for the integration and sharing of information, enabling seamless transfer between services for children, young people and families
  • Be responsible and accountable for all multi-agency children’s services funding and other identified delegated budgets
          • Commission key areas of strategic development and oversee scrutiny and reporting across commissions
          • Establish standing and short life working sub-groups and determine the priorities for the work of these groups, and act as a decision-making forum for these groups where required
          • Oversee all commissioned services
          • Ensure robust communication across communities, key agencies and to the relevant accountable bodies in relation to areas of work overseen by the group
          • Ensure children, young people and their families, professionals and communities are encouraged to become actively involved in the planning, design and delivery of services
          • Ensure that there are mechanisms in place to engage and consult with those above that will increase everyone’s understanding of local need and improvements that are best actioned in the short, medium and longer term.
          • Provide any regular updates on progress to the CPP and as required to other organisations.

          Each year, updates are shared on the progress of these groups and if you would like to join a network on behalf of your organisation then let us know and YouthBorders can contact Network Chairs in order to facilitate this. 

          YouthBorders will share information and updates from these networks and the Strategic Board when they meet so that our members are kept informed of the developments and how the 3rd sector voice is representated in these spaces witin local authority.
